30 THEREFORE BE IT RESOLVED, ve call upon the National Board to establish a Blue Ribbon Panel to study selected school systems vhere court ordered desegregation plans have been terminated; BE IT FURTHER RESOLVED, that the Blue Ribbon Panel evaluate the efforts and publish a report on its findings and recommendations pertaining to non-court structural education programs; BE IT FURTHER RESOLVED, that the NAACP and its local branch units monitor very closely any deviations from court ordered desegregation plans and any adverse Impact encountered eg. reduced workforce representation hiring and promotion of African-American Teachers and Administrators, dlsproportionment allocation of resources; AND BE IT FURTHER RESOLVED, that the National Office's Legal Department vigorously litigate educational desegregation issues vhich vould best serve to advance sound public policy procedure. 2. Legal Redress Non-Concurrence WHEREAS, the Legal System - A recent exposure of police actions of brutality in Los Angeles has vividly demonstrated the need for close monitoring of police actions throughout our country. There is an inordinately high number of True Bills by District Attorneys secured through grand Juries, and others against African-Americans and there is a disproportionate sentencing of African-Americans by the Judiciary resulting in an extremely high imprisonment rate; and, WHEREAS, we call for the National Office to provide guidelines for use by local Branches to monitor police, district attorneys and Judges (perhaps the Florida Judicial study could be used for challenging and rectifying judicial systems; BE IT RESOLVED, that ve call upon local branches to make the total local legal systems a priority by fostering and Jointly sponsoring studies In these areas and for closer monitoring. III. CIVIL RIGHTS 1. Opposition to Nomination of Judge Kenneth L.
