Page 3 The structure carrying Brevard Street beneath the Northwest Freeway has been completed and its design was based on North Davidson Street remaining open. Structures have likewise been designed for both Caldwell Street and Davidson Street. In essence it will not be possible to accomodate the additional loads on Brevard Street and Caldwell Street if Davidson Street is closed. (The expected vehicle volumes are shown on the attached sheet). The Traffic Engineering Department was also asked to study the possibility of closing N. Caldwell Street between Eleventh Street and Sixth Street. At the present time Caldwell Street serves as the northbound part of a one-way pair including southbound Brevard Street. Both of these streets intersect on the north with Eleventh Street and Twelfth Street and ultimately will have grade separations at the Northwest Freeway, The structure on Brevard Street has been completed. On the south both Caldwell Street and Brevard will connect directly by ramps to the interchange of Independence Boulevard and South Boulevard and will be main entrances from the southern section of the City into the Central Business District and on northward to North Charlotte Area. Caldwell Street is expected to carry almost 10,000 vehicles per day ultimately and if Caldwell Street should be closed this traffic would have to be assigned to Brevard Street and Davidson Street. If all of the traffic were assigned to Davidson Street the total volume would be approximately 18,000. If it were divided half would be on Brevard Street with a resulting volume of approximately 13,000. In summary these are numerous considerations which must be examined before seriously discussing the closing of either Davidson Street or Ninth Street. Some of them are as follows:
